1. Purpose of the Position:
Reporting to, guided and directed by Senior Programmes Officer, the Programmes Officer:
• Supports on management of the assigned Programme(s);
• Ensures positive communication with donors and partners;
• Supports Senior Programmes Officer on Programmes Department’s inputs to grant proposals, presentations and reports for/to donors and partners, as well as the presentations and reports to GFP Board/General Assembly, and others;
• Leads on the monitoring and evaluation of assigned programmes with technical support from the Institutional Learning Department, and the Communications Team on communications related to the programmes’ implementation, evaluation, and impact.
The Programmes Officer also actively liaises with the Institutional Learning Department and the rest of Programmes Department and takes part in the activities promoting and supporting horizontal learning across the Department(s).
2. Responsibilities:
Reporting to, guided and directed by the Senior Programmes Officer or Programmes Manager, the Programmes Officer is:
• Leading the Programmes Coordinator as assigned by the Senior Programme Officer or
Programmes Manager (where applicable), providing direct support, guidance, and mentoring to support their capacity and strengthen their effectiveness until such time they can, in accordance with the Organisational Ladder of Responsibility, take on direct responsibility for assigned tasks with minimal supervision
• based on agreed mechanism used across HQ, sharing and exchanging ideas and best practices, and promoting and supporting horizontal learning across Programmes Department staff to foster continual learning and improvement of staff as well as of programmes and processes
• Implementing the programme based on the RACI Matrices, Annual Plan and Budget, anticipated or scheduled programme cycles, and programmatic documentation including programmatic grids and designs, curriculum, programming framework, M&E frameworks, mentoring frameworks, and other learning and feedback materials by:
• Assisting in management of annual plan including in its design, needs assessment, proposal writing, evaluation and reporting.
• Providing recommendations for the selection of locations and Delegates for assigned Programme(s)
• Assisting in budget preparation and expense management activities for the assigned programme
• Ensuring smooth and timely execution of all aspects of programmatic activities, be it programme, communications, monitoring and evaluation or other activities.
• Supporting the continued growth and innovation of assigned Programme(s), greater effectiveness and quality, and increased demonstration of impact and sustainability, as well as analysing and troubleshooting programmes challenges
• Continuously updating Programmes Database and all relevant databases, in whatever required format, for assigned Programme(s)
• Conducting in person site visits as part of programme monitoring and providing mentoring and support to volunteers
• Ensuring close coordination with the Institutional Learning Deaprtment MEAL staff, in the execution of monitoring and evaluation processes in assigned Programme(s) through application of GFP and donor’s M&E frameworks/logframes, and sharing of quality information, data, feedback, and evidence from volunteers/community to HQ and vice versa through mentoring sessions, reporting, horizontal learning sessions, and other means specified in the course of assigned Programme(s) implementation and evaluation
• Supporting the Senior Programmes Officer or Programmes Manager and in coordination with Fundraising and Communications Department staff, on the development and stewardship of effective relationships/partnerships with each donor, commercial partner, and media partner supporting assigned Programme(s) in assigned country(s)
• Ensuring regular flow, in a pre-agreed format, of high-quality information and evidence to feed communications needs, donor reporting as well as future donor prospecting
• Providing inputs in, monthly reports to the Senior Programmes Officer or Programmes Manager on priorities and progress of assigned Programme(s), any problems arising, and plans for continual innovation and growth
• Providing inputs to the general briefings for staff and other audiences on assigned Programme(s)
• Coordination of regular GFP staff and partner field visits
• Supporting the Senior Programmes Officer on the development of Programmes Department’s inputs to proposals, presentations and reports for/to donors and partners
• Support providing, in liaison with Delegates and Pioneers on one hand and Fundraising Department staff on the other, timely inputs into development of donor proposals and grant applications, specifically with regard to programmatic conceptualisation, budgeting, measuring logframes, post-approval adjustments, local capacity-building, monitoring and reporting components, to ensure high-quality proposals are submitted on time
• Supporting Programmes Department’s role in delivery of various-type of trainings including Camps, Advanced Trainings, Specialised Trainings, Refresher Workshops, online trainings, etc.)
• Any other delegated tasks as prescribed by supervisor.

5. Education, Qualifications, Competences, Skills Required:
Essential:
• Preferred Jordanian nationality.
• University bachelor’s degree essential, in a relevant discipline such as: Social Science, Social Change Theories, Humanitarian Science, Psychosocial Rehabilitation, Human Rights or Conflict Transformation.
• At least three years professional experience in a related position/positions
• Experience in leading a team of two members or more
• Experience in managing volunteer-led community programmes
• Experience in conflict transformation and peacebuilding programmes
• Experience in programme design, implementation, monitoring and evaluation
• Experience establishing and developing partnerships with organisations
• Experience in training and facilitation
• Experience in mentoring others
• Experience in curriculum development
• Experience of working in a multi-cultural team
• Ability to manage multiple concurrent priorities and work under pressure
• Ability to reflect, learn, and improve, and experience in using feedback processes for learning
• Excellent computer skills (documents/spreadsheets/databases/presentations/calendars/email)
• Excellent spoken and written English and Arabic, including written programme plans and reports
• Interest in global current affairs, conflict and peace building and international development
• Demonstrated knowledge of different theories of conflict transformation and social change
• Experience in international development especially community development and behaviour change programming is useful but not essential
